I think the film is 'Skinner' made in 1995 starring Ted Raimi, Ricki Lake and Traci Lords.

Raimi is a Skinner by name and nature, who goes around at night with a bag of knives and hunts down prostitutes. He rapes, kills and skins them. He wears their hair and skin as clothes.

Quite a good horror film.
